yes,  of course, with join and wain commands

script1 (with %id1):

any command before 
....
wait 180
....
any command after

script 2 (with %id2)

any command before
....
join %id1
....
any command after



the script 1 waits for someone who wants joining, script2 joins to script with 
%id1

to syncronize script1 and script2 you may need signals (see examples)
