I had experimented with this in the sip driver with Aymeric and eventually we got it to work reasonably well. Probably it needs to be played with in the h323 driver. You might want to look at the sip driver for comparison. Or use a client that (unlike netmeeting) is not broken and actually is compliant with h323 :).
