[binutils-gdb] remove arm-linux-gnu from supports_gnu_osabi

    remove arm-linux-gnu from supports_gnu_osabi
    
    arm-linux-gnueabi allows OS/ABI to be set to ELFOSABI_GNU, but plain
    arm-linux-gnu like arm-elf is ELFOSABI_ARM.
