    aarch64: Add QLF_ERR to aarch64_opnd_qualifiers

Add an entry to aarch64_opnd_qualifiers for AARCH64_OPND_QLF_ERR. This
should never be used (otherwise we would previously have had
out-of-bounds memory accesses), but it makes the array length match the
enum length, and might be slightly more robust.
