[WOA] Windows On ARM Support Complete!

Hello binutils and GCC teams,

I have completed the support for GCC targeting Windows on ARM. I
wasn=E2=80=99t able to send the patches through git send-email because Gmai=
l=E2=80=99s
port 587 is blocked in my environment, so I have posted them here:

Please review them. I have tested the work on native WOA machines,
Wine on Raspberry Pi, and Wine on an Android phone. Exception handling
with the SEH model works correctly, and GCC=E2=80=99s runtime DLLs are
functioning properly. LTO also works. Feel free to review it.

This was not done by Microsoft =E2=80=94 it was done entirely by me, one in=
dividual.
