[PATCH 3/3] LoongArch: Fix md_pcrel_from

On LoongArch, PC-relative offsets are relative to the start of the current
instruction. Previously, md_pcrel_from returned 0, which was incorrect.
Change it to return fixP->fx_frag->fr_address + fixP->fx_where.
