Third revision of C# and CLI specifications

Hi guys,

the mailing list seems to be back up, so let's try it again:
The third edition of the ECMA C# Language Specification[1] and Common
Language Infrastructure (CLI)[2] have been approved recently.

I also wrote a little news item on dotgnu.org about that, which may help
getting the info spread out (and hopefully volunteers to implement those
things ;-)
