about encoding lookup error (CP936)

I have tested the tools package on Windows 2000 Chinese version(CP936) .
It will report some errors like "lookup error (CP936)" if I set Chinese 
as default language , otherwise it will work properly if I set US English 
as default language .

Should this problem be solved by gnue or python? I think it's caused by python .

Any answer will be appreciated.
