There were issues in the past that that the splash screen caused some
errors in certain constellations, so maybe this has just been commented
out to avoid these errors. AFAICT, the reason for the errors was within
wx and is fixed meanwhile.

I have no idea, maybe it even was created directly as png.

Yes. Most of the images in common actually should go into forms. This is
something I'll probably change for gnue-forms 0.7.
