appserver connection

Hello,
Sorry for my english, and my stupid question, but i can't understand how 
appserver works.

if in connections.conf
you write:

[appserver]
comment = i'am i idiot
provider = appserver
rpctype = xmlrpc
host = localhost
port = 8765
transport = http

i think it's possible to acceed to xml forms with an internet navigator 
or not ?

but how ???

I'm very sorry for that basic question but my friend google is not very 
cool with me.
