I think there is a misunderstanding of how to use GNUe Forms.

In Forms, you can set filters. You only see those records that match the
current filter.

If you start a form, it usually is set to an "impossible" filter, i.e.
there is no record displayed. Chose "Filter - Define Filter" from the
menu, enter your filter criteria in the form (or just leave everything
empty to define a filter matching all records) and chose "Filter - Apply
Filter" from the menu.

The reason to not load all existing records on opening the form is easy
to understand if you think about a table with several millions of
entries :-)
