GNUe-Designer is currently not maintained. There is no current,
up-to-date Debian package for designer (basically because there is no
current, up-to-date designer at all). Where did you find a .deb package?
It should probably be removed, since it can only be an obsolete one.

We are searching for somebody to take over maintenance of gnue-designer,
but at the moment it's not maintained.
