Unfortunately you have confused the file command with fileutils.  The
fileutils contains core file utilities such as 'ls', 'cp', 'chmod',
etc.  GNU fileutils does not have anything to do with the 'file'
command.

Also unfortunately I don't know where I would redirect you for
assistance with the /etc/magic file.  The home location for 'file' is
ftp://ftp.astron.com/pub/file but that does not give a way to contact
the original author.
