locale sort wrong?

umm, these aren't right are they?
isn't ß supposed to be sorted as ss?
and shouldn't résumé follow red?
it doesn't seem to matter if i use de_DE or fr_FR.
do these come out the same on a non-redhat system?

$  LC_CTYPE=fr_FR LC_COLLATE=fr_FR sort /tmp/sos
abc
æbc
abcd
ade
çde
adef

cob
cote
groß
groan
gross
