Upgrade to util: install

I'd like to add the command line option:

--move

so that files will be moved, instead of copied.
This is a lot faster for large executables, and
saves disk space.

I am willing to do the code upgrade, myself,
checking out the CVS source, etc.  What
procedure should I follow for this?
