The fact that your report went to bug-fileutils suggests you're not using the latest. ftp://ftp.gnu.org/gnu/coreutils/coreutils-5.2.1.tar.gz ftp://ftp.gnu.org/gnu/coreutils/coreutils-5.2.1.tar.bz2 (coreutils is the union of fileutils, textutils, and sh-utils) I can't reproduce that using the latest version of GNU touch, from coreutils-5.2.1. If you can reproduce it with the latest, would you please provide more details?
