When STRBUF_SHARPSKIP is specified, strbuf_fgets doesn't return NULL at the end of file.
This causes an infinite loop.

gtags: label 'non-existent' not found.

$ env GTAGSLABEL='non-existent' gtags --config
    ... never return ....
