[RFC] new candidate path of configration file

Hello all,

I would like to add a candidate path of configuration file
as follows (About the original list, please see gtags.conf(5).)

       (1) --gtagsconf file
       (2) $GTAGSCONF
       (3) [project root]/gtags.conf
       (4) [project root]/$GTAGSOBJDIR/gtags.conf       <- [NEW]
       (5) $HOME/.globalrc
       (6) /etc/gtags.conf
       (7) [sysconfdir]/gtags.conf

It may be convenient when you use Git or Merqurial with GLOBAL.

$ export GTAGSOBJDIR=.git
$ git init
$ cp /usr/local/share/gtags/gtags.conf .git
$ vi .git/gtags.conf
$ gtags                 # use .git/gtags.conf. You may be in favor of the
-O option.

What do you think?
Is there any problem?
