Sure, `UNIVERSAL_CTAGS_OPTIONS` works. Another option might be to make it `GTAGS_PLUGIN_OPTIONS` and pass it on to whatever is the current plug-in when invoking it. It'll work for any plug-in e.g. Universal Ctags, Pygments, etc.

UNIVERSAL_CTAGS_OPTIONS
