htags-server does not work on ubuntu 22.04

When I use htags-server to start a http server, it failed.

The command I used=EF=BC=9A
htags-server -b 10.176.39.125 8080 >& log &

The output=EF=BC=9A
This version of ruby is not supported.

And my ruby version on ubuntu 22.04 is=EF=BC=9A
ruby 3.0.2p107 (2021-07-07 revision 0db68f0233) [x86_64-linux-gnu]
