htags gives error - cannot find config value

Hi,
   Iam using global 4.5, 4.5.1. Copied the gtags.conf file to $HOME/.globalrc. set PATH to include gtags,gctags,htags. When I execute htags, I get "htags: cannot get config value.". The values are there in the .conf file.

Can you help ?
