Why reconf.sh?

Hello,

  After extracting the tar.gz file, I did the following:

   #./configure --with-posix-sort=/bin/sort --with-exuberant-ctags=/usr/local/bin/tags
   #make
   #make install

  and things seem to be working fine.

  What is the purpose of reconf.sh?  Will issues show-up
  in the future because reconf.sh was not used?
