When I try to install the glpk, the cmd said:

C:\Users\wangp>gpg --keyserver keys.gnupg.net --recv-keys 5981E818

C:\Users\wangp>gpg --verify glpk-4.32.tar.gz.sig
gpg: can't open `glpk-4.32.tar.gz.sig'
gpg: verify signatures failed: file open error
Would you mind to give me some suggestions?
