New gnucap development snapshot

There is a new development snapshot of gnucap available.

Changes:

Corrections to configuration, thanks to Dan McMahill.

This is a "release candidate" for version 0.35, except that two 
documentation files need to be filled in.  Please try it, and 
let me know how it works.
