GnuCap version 0.30 or 0.31 build problems

I tried to build the GnuCap version 0.30 or 0.31 per your instruction =
and it failed to compile some modules.
 I use a Pc with window 98 and cygwin command window.
I downloaded and installed with no problem the gcc, make and all others =
command from the latest CYGwin distribuation.
I used your configure , make system but it pops with some compilation =
problems and did not creat the final GnuCap module.
