List posting rules changed.

In hopes of controlling spam, I have changed the posting rules of this 
list so that non-member postings will be held for moderation.  On-topic 
non-member postings are still welcome, and will approved as promptly as 
I can.  I believe this step is necessary to prevent spammers from 
taking control.
