New gnucap development snapshot

There is a new development snapshot of gnucap available.

This one adds a first cut at the MOSFET level 8 and 49 model.

It accepts all of the parameters.  

A few parts of it need work ...

Diode explicit temperature effects are not complete yet.  By 
this, I refer to the dependency of parameters on temperature.  
The well known diode temperature effect that applies to all 
diodes works, and always has.

Charge effects are not fully supported.  Testing it revealed 
that they are not fully supported in levels 4,5, and 7 either.  
The new code for level 8 and 49 is there.  What is wrong is in 
the infrastructure.
