that was a bug in gnucap/__init__.py.in.

another bug there: it hardcodes GNUCAP_PLUGPATH. will fix that later.

for now: edit it manually, rerun "configure" to apply (apparently i
edited the wrong file, once).

it now works for me on debian testing as well as on a centos7.
