Check "Make2.mingw32" Makefiles for the relevant build information. Nowadays, there is a POSIX subsystem, "WSL", and it should run an ordinary Gnucap build. One way to try this is thorugh Nix. Nix seems to run on WSL [2], and there are Gnucap packages [3] for Nix. If you need help, please let us know through the mailing list [4]. We would like to know if it works. If it does not, one way or the other, we will likely fix it rather sooner than later.
