development snapshot 20230214

Dear all.

We have released a new snapshot, "dev-20230214". The code is tagged in
the git repository, and part of the develop branch. It is also available
as a tarball from [0].

The new snapshot fixes a few bugs and changes internals to allow for
parameter sweeps. The dc command shipped with the default plugins
exposes this feature, in addition to previously supported SPICE style
"value sweeps". The snapshot also adds support for prototype
disambiguation as required in VerilogAMS paramset overloading or QUCS
style device selection.

This work was funded through the NGI0 Entrust Fund, see [1]. It
concludes task 2f in [2].
