Gnucap development snapshot

There is a new development snapshot of Gnucap available.  The changes
are mostly small bug fixes.  You can download it from:

This release also provides a first cut at IBIS support.  IBIS 2.1
receiver models are supported through an external translator.  Driver
models (IBIS 2.1) are handled by the translator, but depend on a
feature that Gnucap doesn't have yet.  IBIS 3.2 models are fully
parsed, but not fully translated.  It also has some 4.0 features.
