ctime uses in inetutils

FYI, I have reluctantly needed convince myself that inetutils has bugs
related to ctime for years < 1000 or year > 9999 and that this is
something that needs to be fixed rather than ignored as irrelevant
(which was my initial reaction):

We should fix these and other uses, but I don't want to uglify the code
too much, so I'm exploring what a good upgrade path could be:

I thought I'd mention this on the inetutils list now rather than later;
feel free to chime in on the thread if you have thoughts.
