it has been ported to BG/L in 2009, search ChangeLog for BlueGene. This 
port detects bgxl*, bgf*, mpixl* compilers and works for me on BG/P and 
BG/Q. I explicitly force static linking and set the compilers like, e.g.:

--disable-shared --enable-static CXX=mpixlcxx_r F77=mpixlf77_r ...
