[sr #111081] Cannot find shared libraries with aarch64-w64-mingw32.

Thank you for the report. I recently saw the same issue with libgcc on NetBSD.
It helps to know this issue is more widespread than just NetBSD. I was also
beginning to wonder if I had introduced the issue in a recent commit, but
since you are running 2.4.7, that does not appear to be the case.
