LilyPond 1.9.9 released

The second LilyPond 2.0 prerelease is out. This release has two major
bugfixes (one for 32nd beams and one for tremolo repeats), and a lot
of updates for Cygwin.

The RedHat9 binary of 1.9.9 is already available, and expect a
test-release for windows soon.
