Refer to chapter 3 of the Contributor's Guide.  You can find the latest 
version in HTML or PDF at https://lilypond.org/development.html .

Prepare a branch in your own fork at GitLab and then open a merge 
request.  After your change is tested, reviewed, and approved, a project 
member can merge it for you.
