"I confirmed with the management that the FSF can hold the
registration and we are happy to hold it for GNU LilyPond. Would it be
possible for you to complete the registration in the FSF's name?"

I did so.

The MIDI Association's website said,

"You will be receiving your SysEx ID once generated (typically less
than a week)."
