It has been a while since I worked on Volta_engraver, but I can't 
immediately think of a reason why it couldn't or shouldn't merge 
brackets that start at different grace times but the same main time.

Are you willing to create the simplest possible example that 
demonstrates the problem with volta brackets, create a ticket for it if 
one does not already exist, and point me to it?

I'm not willing to comment on bar lines yet.
