Calling LilyPond from other programs on Windows causes a terminal to flash.

As I recall LilyPond for Windows was built both with and without the
flag 
-mwindows 
to allow it to be invoked from other programs without creating a
terminal. The executable was called lilypond-windows.exe IIRC. This
seems to have gone in more recent versions. I was wondering if that's
really the case and if there's anything that could be done about it.
