Since we recently had a new contributor assume that clang-format 21 
would be acceptable (we've been using version 14), I'd like to spend a 
little time investigating upgrading to 21 and how well we can match GNU 
C++ formatting conventions[1].

If you see any problem with this (e.g., "I've got 20; can we stop 
there?"), please speak up to save me some time.
