Odd request from China

This appeared in my inbox two days ago.  It's addressed to me, though I 
don't know why.  I'm sending a screencap, from an excess (I hope!) of 
paranoia.  The website in the footer is an image: doesn't display when I 
hover a mouse over it).  The message source includes a metric shedload 
of hex, which seems more than needed for the limited text.  Not knowing 
if it's legitimate or not, I'm passing the buck to more experienced 
folk, to do with it as yuan.
