Saving time is one criterion.  The mental energy required might be
better.  For me personally I find that it tends to take me much less
energy to "fix up" someone else's work than do it from scratch myself.

The actually spent time might not be the most important bit if one
option is more likely to end up with nobody doing the job at all.

I wouldn't suggest we try this approach with one of those translations
for which we have good translators doing good work.  But when we don't,
it might be worth if that approach works better for getting the required
volunteers on board.  Whether it ends up with the same amount of
workerhours is likely less relevant than whether it ends up with the
same amount of required expertise and the same amount of tediousness.
