There is more than one reason to have ledger lines between the staves, 
most commonly because the allocation to staves corresponds to which hand 
should play the note. In fact, going strictly by pitch to distribute the 
notes is a convention from 16th–18th century “Italian tablature”, which 
originally works like a single 10-line (with C2 clef in upper) or 
11-line (with G2) staff for both hands.
