I don't have a solution yet, but I just want to point out that your 
example is far from being minimal. You can observe the behaviour you 
describe already in the following:

(I left the commented-out spacing variables in because it's clear that 
they will be needed in your future application.)

My current theory is that we're observing an artifact of the design of 
ly:one-page-breaking. But I have to investigate. (It's interesting to 
note what happens if we remove the tagline = ##f setting!)
