I'm probably going to revert this one, so that I can build with stock
tools in Fedora 18, instead of having to install super-new upstream
tools.  Upstream texinfo fixed this particular bug, and it will
propagate into gnulib soon, so that we aren't going to hit errors on
makeinfo 4.13 after all.
