Good news: With latest libintl and libiconv, gettext-0.16 builds OOB.

Bad news, I appear to have hit a bug in aclocal.  From a fresh checkout
of m4 CVS HEAD:

$ perl --version

After which ./configure barfs about unexpanded macros.  I came up
with a crude workaround:
