license normalization

Applying this to head, and a similar patch to the branch.  Basically, it
normalizes all the GPLv3 licenses to the same wording, as recommended by
maintain.texi, including swapping a street address to a URL, rather than
the six or seven disparate wordings that were previously there.  It's
rather big, but mostly mechanical.
