That's pretty strange indeed.  To the best of my understanding, the
declaration in the configure.ac requesting version 0.18 should be enough
for gettext to supply the right versions of infrastructure files.
Apparently for some reason it is not.  Perhaps it's the failure of
gnullib (should get rid of it anyways).  I'll see to it.
