Here is from Mutt, the rejected message's attachment list:

 I     1 <no description>                                                                  [text/plain, 7bit, utf-8, 1.1K]

  I     3 Asciidoctor with PDF: Here is where I ch                                              [message/global, 8bit, 29K]

  I     5   ├─><no description>                                                             [text/plain, 8bit, utf-8, 0.6K]
  A     6   └─>Here-is-where-I-change-the-title-ä-39070                                          [applica/pdf, base64, 27K]

I have been testing, so if I send the attached file name with ä that
is where I get it returned back.

I am probably supposed to encode the name of the attachment.

How would that work in GNU Mailutils?
