rmail-movemail-program’s value is "/usr/local/bin/movemail"
Original value was nil

Looks good to me!

Also:

rmail-file-name’s value is "/var/mail/dnormandin"
Original value was "~/RMAIL"

I've also tried setting it to: ~/mail/inbox

emacs refuses to read or even see these files.

I'm sure that it's NOT the software, but probably one of the
settings in my dotemacs file.
